A Budget For America’s Future, Fiscal Year 2021

On February 10, 2020, the Federal 2021 budget proposal was released as “A Budget For America’s Future, Fiscal Year 2021.” The 2021 budget proposal for the Department of Health and Human Services (HHS) includes five provisions intended to expand behavioral health services including combating the opioid epidemic; funding Certified Community Behavioral Health Clinics (CCBHC) expansion grants; funding mental health prevention and screening; funding primary health care services for homeless individuals; and modifying the Medicaid funding exclusion on Institutions of Mental Disease (IMDs) to allow states flexibility to use IMDs to provide inpatient mental health services to Medicaid beneficiaries with serious mental illness (SMI) as part of a comprehensive strategy that includes improvements to community-based treatment.
